Puppetry in Naruto is one of the few classes that aren't really explored much. We've watched Jounin-leveled shinobi only being able to use three, and master leveled shinobi being able to use up to ten and rising. However, I feel far too many factors are left unaccounted for. For example, would a Genin be able to use even a single puppet that's wielded by more advanced users? Are certain puppets harder to use than others?

Amount of Puppets that Can be Used
Puppets are unique in the form that, well it takes skill to create one, but also to use different puppets as well. So even if you steal one from a potential rival, you'll still have to take time to learn to wield it.
To learn how to wield the puppet would take RPPs nonetheless, unless you're being personally taught by the creator. Naturally, once the RPP has been spent, you'll be able to learn and create the puppet on your own. So simply having it stolen doesn't necessarily screw you over.
To create new puppets, you simply have to put in an application.

All that is required is that you possess either knowledge in blacksmith-ing, or knowledge in puppetry.

Puppetry -- Stats and Info
Puppets are highly versatile Ninja Tools. They can be used for plethora of means. Some can use Katana or their Fists for close-ranged combat. Others can be used for stealth or recon, and other puppets may even just be ranged-based. If not using human puppetry, puppets almost always rely on traps or mechanical gadgets. As you progress, you'll even be able to form your own puppets from scratch as well. In any case, they follow certain statistics as do all thing in-game.
Durability: A puppet's durability is almost always static. It's based off the material used to construct the puppet, and your ability to make them. Pretty much, your durability will go up against other physical attacks and determine just how much damage it takes. It's static and cannot be changed, unless the puppet is upgraded.
Ninjutsu Durability: The same as normal durability, but this one is against metaphysical attacks! It's static and cannot be changed. Unless the puppet is upgraded.
Attacking Speed: Your puppet's ability to attack. It'll always be modified based off the user's control, and the puppet's design.
Movement Speed: How quickly it can move. Likewise, also based off of control, and modified based on the puppet's design.
Strength: How strong your puppet is. It can be used for grappling, or using physical strikes.
Other: By this, I mean other contraptions. Like weapons launchers, flamethrowers, chakra shields, etc. These will all have base statics, that can be slightly modified based on your control. Only very specific things will have totally static outputs.
Given the nature of the craft, they can be customized however you desire. Some puppets can have multiple limbs, others can release secret chain-saws to cut their opponents down. Regardless, the more advanced a puppet is made to become, the higher rank it is, meaning the more difficult the puppet is to manipulate and control.

In the series, puppeteers could only use up to a max of ten puppets at a time. One for each finger. Here, that limit is no different. However, the amount you can wield also is dependent not only on your puppeteer tier, but the level of the puppet as well. To make things easy, we've made a simple, comprehensive point system. Based on your puppeteer-ing tier, you'll gain a certain amount of points, each of which is subtracted whenever you add a different puppet for usage in combat or other situations. For example, if you have 6 points, and your crop of puppets each take 2, you can wield up to three of those puppets. Get it?
