In any case, any Jutsu application, be it custom or canon should follow the template. If not completely, the application should look generally like this. Any application that doesn't follow the general template will be outright denied, and probably not examined much after. Following rules is important, folks. Regardless, the template is as followed.
Name: Obviously, the Jutsu has to be named.
Rank: A ranking based from E to S.
Description: The detailed process of how the skill is built up and executed. Explain any drawbacks or disadvantage.
Rarity: Would it be a custom skill that anyone could potentially learn. Is it a Kekkei Genkai? Or is it Hiden? These are things we need to know.
Mechanics: Here, you'll suggest what mechanical boosts you'd want. AKA, the power boost to certain techniques, and so forth.
Other Information: Other bits of information that may prove useful or relevant to the technique's approval or denial.
